- Visa offers a lower rate to encourage utilities to accept credit cards, since they historically have collected fees via check
- Only applies to Utilities (MCC = 4900)
- Transactions that would otherwise qualify for the following categories CPS Retail, CPS Retail Key Entry, CPS Card Not Present, CPS Electronic Commerce Basic, CPS Electronic Commerce Preferred – Retail can achieve this rate
